Background
UNDPs Communications Cluster is the lead office for communications. It provides
policy guidance and develops and implements global communications strategies to
reach the media and other key constituencies with UNDPs core messages.
The News and Media Team includes a group of communications specialists, a
writer/editor and a TV Production Unit. Reporting to the Chief of the News and
Media Team or the Officer-in-charge, the Communications Consultant works as part
of a New York-based team whose primary responsibility is to position UNDPs work
in priority areas worldwide.
The Consultant will cover the Africa region as well as other portfolios on an as
needed basis.
Duties and Responsibilities
Identify opportunities for press conferences; facilitate interviews with senior
managers and experts;.
Develop and maintain a close working relations with the media (national,
regional and international) to help position UNDP to achieve its strategic
goals;.
Draft and/or edit and disseminate press releases, advisories, fact-sheets,
press/media kits and updated information and stories to inform media, key
partners and the general public of UNDP programming initiatives, results and
successes, and other achievements; post stories on corporate website;.
Identify and develop creative opportunities up to increase awareness of UNDP and
its priority areas;.
Clear, consistent and timely responses to media inquiries; issuance of
statements and corporate positions to media and other external audiences;.
Provide support to the Director on reputation management for Africa-related and
thematic issues;.
In close collaboration with the Communications Cluster, Regional Communications
Advisers and Communications Officers in Country Offices, plan and organize media
activities for the Administrator, Associate Administrator and missions by top
managers from Regional and other Bureaus, including arrangements for interviews
and press conferences.
Provide advice and technical support provided to UNDP/HQ Bureaus in developing
communications activities and initiatives;.
Provide advice to UNDP/HQ Bureaus on communications tactics and media outreach
as part of the roll-out of global campaigns and/or launching of flagship and
other corporate publications and products.
Maintain and nurture strategic partnerships with communications counterparts at
other UN agencies, and with external media networks, strengthening internal
capacity for media outreach and technical expertise;.
Other duties as assigned.

Required Skills and Experience.Education:
Masters degree in communications, journalism, international relations, social
science or development-related field.
Experience:
At least 5 years of relevant experience in media, communications or advocacy.
Previous experience with a multilateral or international organization is helpful
but not mandatory.
Knowledge of development issues and media landscape in Africa is a strong asset.
Experience in the usage of computers and office software packages andsocial
media skills.
Language Requirements:
Fluency in English; working knowledge of French is a strong asset.

Interested individual consultants must submit the following
documents/information to demonstrate their qualifications:.
Proposal explaining why they are the most suitable for the work, drawing on
their knowledge and previous experience.
P11 or Personal CV and at least 3 references.
Financial proposal specifying the daily fee, which should include all related
expenses including related benefits and insurance. All envisaged travel costs
must be included in the financial proposal as a separate line.
In the case of unforeseen travel, payment of travel costs including tickets,
lodging and terminal expenses should be agreed upon, between the respective
business unit and Individual Consultant, prior to travel and will be reimbursed.
EVALUATION:
Individual consultants will be evaluated based on the following methodology:.
Cumulative analysis.
When using this weighted scoring method, the award of the contract should be
made to the individual consultant whose offer has been evaluated and determined
as:.
a) Responsive/compliant/acceptable, and.
b) Having received the highest score out of a pre-determined set of weighted
technical and financial criteria specific to the solicitation.
Technical Criteria weight: 70 %.
Financial Criteria weight: 30 %.
Only candidates obtaining a minimum of 70 points would be considered for the
Financial Evaluation.
Criteria for evaluation of candidates:
Story gathering, writing and editing skills: 15 %.
Experience in crisis communications and/or reputation management: 15 %.
Understanding of the UN and UNDPs mandate and demonstrated familiarity with its
thematic areas: 15 %.
Experience in media outreach and global campaigns: 15 %.
Having a network of journalists covering Africa and Development news is an asset
10 %.
Multimedia skills (social media, Audiovisual): 10 %.
Knowledge and familiarity of African region and its key issues: 10 %.
Ability to work as part of a multicultural team: 10 %.
