Job Description
PROGRAM SUMMARY: As Mercy Corps seeks to alleviate suffering, poverty and
oppression around the world we recognize that instances of sudden change within
a country or region, like the events currently sweeping across the Middle East
and North Africa, are rare moments of opportunity.GENERAL POSITION SUMMARY: The
Program Development Advisor is a key position, responsible for program and
strategy development and proposal development, in collaboration with senior
Middle East country leadership, and will help articulate the vision for program
development. This position will have a special emphasis on developing proposals
and concept notes, leading assessments, and working closely with the country
Team Leader, sharing documents with donors and other interested parties, all
while being highly sensitive to the dynamics of the region.ESSENTIAL JOB
FUNCTIONS:Proposal Development
Maintain a comprehensive schedule of funding opportunities being tracked that
are anticipated and/or under discussion;
Organize and track pre-positioning efforts around key funding opportunities that
align with program strategy;
Review calls for proposals and identify opportunities that match Mercy Corps
strategic interests;
Coordinate with partner organizations, field program staff and TSU on proposal
development and design, including gathering information for concepts and
proposals and needs assessments
Serve as primary drafter/editor of concept papers and proposals for programming;
Apply the agencys best practices and proposal development tools in developing
proposals;
Draft and/or review scope of work with Program Managers, Team Leader and
relevant TSU, as needed, to hire and manage technical consultants, when
required, for proposal development, including review for technical efficacy and
contract budget;
Coordinate with finance staff in development of program budgets alongside
proposal development.

Representation and Strategy
Help to nurture key relationships with donors;
Lead the Program team in identifying additional opportunities for medium-term
program funding;
Participate in overall strategic planning;
Maintain internal and external relationships to ensure success of partnering
fund raising efforts, including contacts with government offices and country
program offices, international and local NGOs;
Identify, coordinate and develop partnerships with local and international
partners per guidance of the country Team Leader.

Program Quality
Integrate community approaches, Do No Harm, gender sensitivity, youth engagement
and capacity building into all program design, as appropriate;
Ensure transparent use of resources in compliance with donor and Mercy Corps
regulations.

Capacity Building
Help build capacity of Mercy Corps team within the region to work on proposals
and run strong proposal and program development processes.
Create a working atmosphere conducive to professional growth and development of
excellent personnel at all levels;
Support recruitment of competent technical staff and organize the team to
perform relevant program activities as necessary;
Mentor and develop team members to ensure they are a cohesive team and connected
to Mercy Corps globally.

Accountability: Mercy Corps team members are expected to support all efforts
towards accountability, specifically to our beneficiaries and to international
standards guiding international relief and development work while actively
engaging beneficiary communities as equal partners in the design, monitoring and
evaluation of our field projects.Organizational Learning: As part of our

themselves.SUPERVISORY RESPONSIBILITY: NoneACCOUNTABILITY:REPORTS DIRECTLY TO:
Country Team LeaderWORKS DIRECTLY WITH: Finance, Administration, Logistics team
members, Technical Support Unit and Program ManagersKNOWLEDGE AND EXPERIENCE:
A Bachelors Degree in business, economics, international studies or related
field with MA/S preferred;
4-6 years experience in international relief and development;
3-5 years designing and leading successful program development efforts;
Demonstrated success in winning proposals with USAID, DFID, ECHO, EC and other
institutional donors as well as with forging private sector partnerships;
Experience starting up programs and working in transitional programming;
High level of proficiency in English required and Arabic preferred;

Experience with programs in relevant technical areas related to emergency relief
and transitional programming;
Previous experience working in the region and/or knowledge of the Middle East
region is preferred;
History of working effectively with host country government, INGO partners,
private sector and collaboration with other actors.

SUCCESS FACTORS: The successful candidate will be able to work collaboratively
with key stakeholders internally and externally to further the strategy into
dynamic and innovative programs, be focused on team-building and
capacity-building of national staff, have good information management skills and
maintain a sense of humor. S/he will be a strategic thinker, able to bring ideas
to implementation in growing program operations. S/he will have exceptional
proposal development skills and an outstanding ability to design, implement and
manage innovative programs that respond to current needs and reinforce the
future program structure of Mercy Corps in the region.LIVING
CONDITIONS/ENVIRONMENTAL CONDITIONS: The position is will be based in the Middle
East at a location to be determined. The location is unaccompanied. Staff
housing is provided and there is access to good medical services. Water and
electricity are present with frequent cuts. This position requires (80% of time)
traveling by vehicle to field offices and partner agencies in some less secure
environments. Mercy Corps Team members represent the agency both during and
outside of work hours when deployed in a field posting or on a visit/TDY to a
field posting. Team members are expected to conduct themselves in a professional
manner and respect local laws, customs and MC's policies, procedures, and values
